Free-to-Play Price and Purchases
The PlayStation Store says the base game offered through its pre-order campaign will be available at no cost. Steam separately lists the game as Free To Play and shows In-App Purchases.

Optional Pre-Order Packs
US PlayStation pricing lists an Advanced pack at $9.99 and Collector’s at $19.99. Xbox lists equivalent packs at $9.99+ and $19.99+. These are regional offers, not paid base editions.
